We are hereby referring to your point concerning the gardener's positioning (grade):
"As you may know, Gardener works 50% in the Office. His actual grade is 1.
Having analyzed his duties and skills, we see that we can not compare his competence with Helper/Loader for example. His duty doesn't only include cutting of grass and plants, but planting which requires more skills and qualification. Therefore, it is not a simple mechanical work, but the work which demands certain knowledge and analyses.
Also, during the preparation of the budget, in the Budget instructions we were advised to budget the Gardener under the Manual Worker.
We think that Manual Employee - grade 2 (considered by us as Semi-Skilled worker) suits better his qualification.
There is a certain coherence existing within the region, which needs to be preserved:
When a gardener is exclusively dedicating himself to gardening (which indeed includes planting), he is associated with grade 1, so as the helper/loader (this is the case in V.).
When the employee is firstly in charge of maintenance of Mickey Mouse premises and equipment (manual worker) and in parallel is dedicating a part of his time to gardening, the employee is associated with grade 2 (this is the case in KaoloCity).
We therefore would rather say that the gardener fully dedicating his time to gardening should be in grade 1. Outside of the region, I personally cannot remember having seen a gardener in grade 2, though I do admit that the interpretation of the function description of helper could be misleading.
